We have received a telegraphed statement from the European Association
in India In regard to the opposition which is being directed against the Bills for dealing with Anarchists. These. Bills are based on the unanimous recommendations of the Rowlett Committee. The European Association says that in the Imperial Legislative Council all the Indian politicians voted againstthe Bills. • Yet the necessity for special measures isahown by the fact that the- ordinary law brought to justice only sixty- four out of one thousand and thirty--nine known criminals con- cerned in three hundred and eleven Anarchist orioles. As the Defence of India Act will expire six months after Peace is signed, the need for the Rowlett Bills is obviously urgent. The Euro- pean Association adds that the attitude of these Indian petit'. clans is a strong argument for modifying the Montagu-Chelmsford scheme and for proceeding with great caution. It is pertinently asked, if Indian politicians act in this way even when they are told that they are prejudicing a scheme which they desire, how can they be relied upon to keep public order if Home Rule wore introduced and there were no appearances to keep up
