The Pope has informed the Papal Nuncio in Paris (Mon-
seigneur Chigi), the Archbishop of Paris (Monseigneur Gnibert), and the Archbishop of Cambray (Monseigneur Regnier), that they are to be elevated to the dignity of Cardinals. Apparently there are to be no North-German Cardinals, no English Cardinals, and no American Cardinals made at present It is odd, and we think a mistake, that Rome should not make a Prussian Cardi- nal at the present crisis, but still odder that she should not make an American Cardinal, for the future of the Church depends on the New World. Perhaps Rome thinks a Cardinal would be un- popular among the democrats of the United States. If so, she makes a great mistake, and does not understand human nature as she used to do.
