The murmurs that the Government intends to move departments, perhaps even minis- tries, to the provinces is indeed welcome.

There will be a mulish reaction from senior civil servants affected and only the Ptime Minister, a very senior minister or a special committee will be able to prevent large slabs of the administration from making up excuses for staying. In the not too distant future this should produce a dampening effect on the office property market in Lon- don, particularly in the West End where rents, though lower than in the City, have been pushed to ridiculously high levels by pool operations in the property market by the insurance companies, pension funds and, of course, the property speculators them- selves. Many firms have already moved out of London and many will be following if they are not to have a profitless prosperity working for their landlords.
