The Government after no more delay than was necessary or
digesting the Commission's Report did the right thing. he Prime Minister announced that if the owners and the miners would be voluntary co-operators the Govern- ment for their part would carry out all the legislation implied in the recommendation of the Commission. It ' remains for the owners and the miners to come to the I agreement upon wages which Mr. Baldwin indicated as a necessary preliminary. This they have not yet done. The statement by . the owners of what they are prepared to cici is excellently suave and conciliatory. They express "a sincere desire to .do their utmost to give effect to the objects aimed at in the recommendations." That I is good so far as it goes and it is being widely interpreted as an acceptance of the Commission's Report. When one looks more closely into a statement, however, one Sees that it is a critical commentary on the reconimenda- tions of the Commission, which while expressing the utmost good will commits the owners to nothing definite.
