The papers giving the British offer to Egypt and the
Egyptian delegates' refusal of the offer were published on Monday. The Government offered to recognize Egypt as a sovereign State, allied to us by a perpetual treaty. The British High Com- missioner was, however, to be consulted on any political agree- ment with a foreign power. A British garrison was to be maintained in Egypt. The Egyptian Government was to appoint, in consultation with the British Government, a Financial Commissioner and a Judicial Commissioner. Great Britain, while retaining control of the- Sudan, would secure for Egypt " her fair share of the waters of the Nile." The full rights of racial and religious minorities in Egypt would be guaranteed. Great Britain would continue to negotiate for the abolition of the Capitulations, and would accept the responsibility for protecting foreigners in Egypt.
