It is clear that Mr. Balfour not only thoroughly under-
stands the nature of the Referendum and the arguments by which it should be supported, but has come to believe, as we do, that it is through the Referendum that the Unionist Party will find salvation. After all, what could be a better foundation for a party in a democratic State than an absolute determination to find out what is the true will of the people and then make it prevail P
