It might be supposed that fish which fetch almost othing

would provide a cheap and very wholesome ood supply for the great towns. The unfortunate fact however, that fish is not cheap anywhere. There s a sad failure • of organization somewhere. It is a hameful thing that the consumer should not profit : what is called a glut. There is never really a glut either fish or fruit, for even during the greatest 0-called gluts many people go without. Some of he middlemen may have to be manoeuvred out of he trade through having their functions made unneces- arY ; but the chief blame seems to be upon the retailers "ho have never abandoned the system of relatively igh prices on a small turnover which they established wring the War.
