In the last resort, the source of trouble is the

inability of the French Government and French people to believe that " half a loaf is better than no bread." They keep on insisting that they have got it. down in black and white, and on Papier Timbre, that they are to have a whole loaf. When it is pointed out to them that half the " agreed loaf " has already slipped over the edge of the precipice and that the other half is going to follow its

example unless something is done very quickly, they keep on repeating : " But we were promised, and are entitled to, a whole loaf ! "
