Another point to be considered is the possible reaction upon
the United States. The refusal of the United States to consider the control of ships by individual definition as well as by a total tonnage for a whole class brought about the failure of the Geneva Naval Conference. Of the merits of the British proposal, if it could be considered apart from its effect upon other nations, we can have ,no doubt whatever. It would mean a great reduction. of the size and gun-power of ships, and a tremendous saving of money.
