The British 'public would-soon find that without the voluntary complement of public aid their rates and taxes would rapidly cost them more. In my extended official experi- ence I always found such work as that of the C.O.S.-to be an indispensable adjunct to a sound administration of public assistance.—I am, Sir, &e., Aiming DOWNER.
