The answer to Mr. De Valera's second objection, that the

Dominion Homo Rule offered does not apply to the whole of Ireland, brings us back to the eternal crux. If he should say that the coercion of Ulster is indispensable, the negotiations must, of course, fall through. It would be madness for him to take this line. But then we are dealing with quite irrational people. Mr. Do Valera has declared that he " will not be fooled this time " by the British Government. He seems to be quite incapable of recognizing that the people of North-East Ireland have an equal right to be animated by the same motive. If the right not to be fooled belongs to Southern Ireland, it also belongs to North-East Ireland.
