And one step in co-operation would lead to others. The next step in order of importance would be to control the inter-Party bargaining for votes by introducing a sort of lightning-conductor which would dissipate sonic of the too powerful currents running between the electorate and those who hid for votes by means of money promises. The leaders of every party would he thankful to be sheltered from this, storm, and it is certain that scientific protection can be provided only when there is a minority Government. The Government then have not merely a fair excuse but a good reason for co-operating with the Opposition parties.
